Through the Office of Special Education Services (OSES), the South Carolina Department of Education (SCDE) ensures that both federal and state regulations are adhered to throughout the state as outlined in the federal Individual with Disabilities Education Improvement Act of 2004 (IDEA) and the South Carolina State Board Regulation R-43-243 Special Education, Education of Students with Disabilities . The SCDE OSES monitors and assists school districts as they aim to meet all constitutional and statutory provisions  of federal and state law.
