LEA Profile Information

The Office of Special Education Programs (OSEP) requires states to publicly report how the Local Education Agency (LEA) compares to the state’s State Performance Plan (SPP)/Annual Performance Report (APR).  The data used are from the 2022-23 reporting year for all indicators except Indicators 1, 2, 4, and 14 which use 2021-22 lag data. Data include the LEA’s results on Indicators 1-14 on the SPP/APR. LEA indicator results are compared to the state target. There are no points or levels. There are simply results on the indicators. The profile provides stakeholders with information about the LEA on the requirements of IDEA.
 

LEA Determination Information

The LEA determinations are required by OSEP and do not include all indicators. The determinations use of specific indicators are
  1. required by OSEP to be included and
  2. identified by the Office of Special Education Services (OSES) as the most influential to outcomes.
In this document, you will find your LEA determination for the 2022-23 reporting year. The State will publish district determinations annually. The OSEP requires the OSES to make a “determination” to rank the LEA based on levels of Technical Assistance (TA). The OSEP requires each State Education Agency (SEA) to review the following information for annual LEA determinations:
  • performance on specific Part B SPP compliance indicators (4B, 9, 10, 11, 12, and 13),
  • valid and reliable data,
  • correction of identified noncompliance,
  • and other relevant data available to the state that reflects on LEA implementation of the IDEA.
For South Carolina, the factors for LEA determinations are grouped into two categories: compliance and performance.

Pursuant to the IDEA, each LEA determination will indicate a tiered level of TA required for the LEA: 
  • Meets the requirements and purposes of IDEA (Tier 1)
  • Needs assistance in implementing the requirements of IDEA (Tier 2)
  • Needs intervention in implementing the requirements of IDEA (Tier 3)
  • Needs substantial intervention in implementing the requirements of IDEA (Tier 4)
